      Ford CHANGES AT USDA - The Animal and Plant Health Inspection Service of the U.S. Department of Agriculture may be transferred to the proposed Cabinet level "Department of Homeland Security.

The USDA is hiring 1,000 of an estimated 2,500 temporary employees needed to implement the 2002 Farm Bill.
