Is it safe to use combs that bees have died in during the winter?
Yes, provided the colony was not diseased. If the colony that died was healthy, but perished due to being queenless or running out of food stores and left a cluster of dead bees in the hive, just shake off all the dead bees that you can and put another colony in the hive. The new bees will immediately clean the combs so they will be ready for brood production and storage of food.
